  1. Preheat oven to 325°F (163°C). Line a 13 x 9-inch baking pan with parchment paper.
  2. Season the chicken pieces with salt and pepper.
  3. Place corn starch in a large resealable plastic bag, add chicken, and shake to coat.
  4. In a shallow bowl, beat the eggs.
  5. Heat vegetable oil in a skillet over medium-high heat. Dip each chicken piece into the egg and fry until golden. Transfer to the prepared baking pan.
  6. In a bowl, whisk together sugar, ketchup, apple cider vinegar, soy sauce, garlic powder, and sea salt.
  7. Pour sauce evenly over the chicken.
  8. Bake for 1 hour, stirring halfway through to ensure even coating.
  9. Serve hot over rice.
